A good answer will note that Russian civil society was nearly nonexistent pre-1917 due to the structure of society (feudal, agrarian, aristocratic).Civil society was then co-opted by the state during Soviet times, but allowed to organize independent of the state during Gorbachev's reforms in the 1980s.The 1990s saw a flowering of civil society groups and organizations, only to have the state steadily view civil society as a threat beginning in the early 2000s.The state has since used the tax code, restrictions on NGOs,preferential treatment of the Russian Orthodox Church, and especially control of all media companies to limit civil society.
